DescriptionA greengrocer and draper's company at 41 and 43 Market Street, Fremantle.Corporate historyC.H. Warley and Co. was established by Chan Harr Warley in 1896 as a branch store of his father's Sydney based store, in which he had worked for more than a decade. He set up the company in partnership with Andrew O'Ben (Hoon Sow). Way Hin was a partner in the company by 1898. In 1898 Charles Tow, Luke Din Hong, James Sikey and William Chong , all of Market Street, Fremantle, were listed as partners (Holman's List of Firms registered).

A Chinese scholar, Mr Liang Zhouru, on a visit to Fremantle in October 1900 noted that: "This Huali Co. [C. H. Warley & Co.] is the store managed by Chen Xia and Li Dianhong. Taking into account all the Western and Chinese stores in Fremantle, the Huali Co. is the third biggest. One can see that our Chinese people are excellent at doing business; they can struggle for profit in the inferior status of guest to host and yet are not beaten by the Westerners" (cited in Anne Atkinson PhD, pg 171). [Note: Liang Zhuoru (not Zhouru) is another name of Liang Qichao 梁启超 / 梁啟超.]

The company used a direct purchasing model that bypassed intermediaries, allowing them to keep prices down. It contributed to hospital fairs, labour causes, and community events.

During the Bubonic Plague outbreak in 1902, store assistant Charles Lowe who lived and worked on the premises fell ill and died as a result of being infected by the plague (Kalgoorlie Western Argus, 15 July 1902, p. 30). At the time, 14 people were employed - 12 Chinese who lived on the premises and 2 European drivers who lived in Fremantle. As soon at Charles was diagnosed as suffering from bubonic plague, C. H. Warley and all his employees were quarantined at Woodman Point Quarantine Station. C. H. Warley & Co. were inspected by the Central Board of Health who suggested changes to allow more light into their Market Street premises. (SRO, S268, Cons 1003, File 1902/0806.)
