Biographical informationChan Harr Warley was born in about 1871 in Shue Hien (likely 新會 / 新会 / Xinhui), China. He was five feet five and half inches in height. He arrived in New South Wales, Australia, in October 1878 with his father. From 1878 to 1896 he lived in Sydney.
He relocated to Fremantle in 1896 and received a Certificate of Domicile in 1903. He was a partner in the firm C. H. Warley & Co at 41 and 43 Market Street, Fremantle. Chan Harr Warley claimed that his share of the business, a general store and grocery, was valued at £2000 in 1903.
In September 1899, he travelled to the Eastern Colonies on business. He went overseas between October 1901 and September 1902. In May 1903, he made a business trip to London, returning to WA in December 1903.
Liang Qichao 梁启超 / 梁啟超, a renowned Chinese thinker and reformer, stayed at Warley & Co. in Fremantle during his 1900 visit to Australia.

Newspaper reports indicate he was actively involved in his local community. He was interviewed by the Daily News about the situation in China (Daily News, 12 June 1900, p. 3) and he gave a public lecture to a large audience at the Fremantle Wesley Church on "The Chinese Crisis" (West Australian, 1 August 1900, p. 4 and 2 August 1900, p. 5).
