A report from the Office of Inspector of Factories in November 1906 found the laundry operation inadequate:
“It is reported that 3 Chinese are occupying a bedroom of the dimensions 12x10x9 which not deducting space occupied by furniture etc leaves 380 cubic foot per person. As this is considerably below good regulation allowance under the By Laws governing Common Lodging houses I would be glad if the attention of your Medical Officer Health be drawn to the matter.”
